Our experience incorporates projects completed through Rochelhill Consulting and as a Senior Cost Planner with Lendlease (35 years) and Quantity Surveyor at WT Partnership.
Founder, Philip Cooper, provides a wealth of practical experience in Cost Planning, Value Management, Construction and Project Planning based on the strong disciplines of Cost Planning with scrutiny of design solutions and robust Cost Analysis of Value Options.
Rochelhill Consulting can deliver varying levels of Cost Plans from High Level Estimates through to Contract Commitments for both Project Management and Open Tenders in fit-out, refurbishment and new construction for a range of sectors including residential, commercial, retail, industrial, educational, Data Centres, theatre, opera houses and infra-structure for both private and government clients.
We engage with and give confidence to the Client by providing a robust review of the design, quantification and costing to achieve a value added solution for each project. We have a great rapport with all consultants particularly Quantity Surveyors for which consensus can be paramount.
We can work in your office or we can provide external services. Rochelhill Consulting is setup to measure on OST (On Screen Take-off) software package and deliver your Cost Plan in Excel format for flexibility and analysis.
Rochelhill Consulting Pty Ltd has its own Certificates of Cover for Public Liability, Professional Indemnity and Workers Compensation Insurances for its Contractors and these can be provided upon request.

Founded in Sydney Australia, in 2017 to leverage our founders 48 years experience which was gained in Cost Planning and Project Management for both new construction and refurbishment projects. This was performed across an extensive range of building types and construction sectors.
With a focus on the unique requirements of each Client, collaboration with all Design Consultants and having a broad experience in project management, construction planning, programming, and buildability, Rochelhill Consulting can provide a structured cost plan to match the Clients financial drivers.
Altus Group engaged Philip Cooper’s services (through Rochelhill Consulting Pty Ltd) for 12 months providing Cost Management Services on the $228m Sydney Opera House Renewal project.
